About Bill
I’ve spent my career focused on one thing: helping communities work better for the people who call them home. For more than two decades as Augusta’s City Manager, I worked across differences to solve problems, strengthen city services, protect taxpayers, and make Augusta a better place to live, work, and raise a family. I’ve always believed good government is about results, not political games.
Beyond public service, I’ve taught at Thomas College and the University of Maine at Augusta and worked with organizations like the Kennebec Valley YMCA and the Maine Municipal Association because I believe strong communities are built through service and participation.
In the Legislature, I’m bringing that same practical, steady approach. I’m focused on protecting Maine’s natural resources, supporting community colleges and workforce training, preserving essential state programs, and making thoughtful decisions that strengthen our economy without putting more pressure on Maine families.
What Matters Most
Fighting to Reduce Property Taxes
Property taxes here and across the state are out of control. Even before the next session I will introduce legislation to help all of us get out from under the burdens the state’s misguided policies have created. We need to
1) Propose a constitutional amendment that allows for primary residences to be taxed at a differential rate than other classifications (second homes; rental properties; commercial and industrial properties).
2) Immediately raise the amount of exempt value provided by the Homestead Exemption from $25,000 to $50,000 and increases the percentage the state reimburses municipalities for the lost property tax revenue that would result.
3) Boost the Property Tax Fairness Credit amount to qualified taxpayers.
4) Address the burden on cities like Augusta, that host expansive federal, state, county and not-for-profit properties, through some form of payment in lieu of taxes as compensation for the municipal services they require.
Strong Communities
Strong communities don’t happen by accident. They’re built through public service, civic engagement, good schools, safe neighborhoods, and local organizations that bring people together. I’ve spent my life working to strengthen Augusta, and I’ll continue fighting for the resources and partnerships our communities need to thrive.
Workforce Training & Community Colleges
Not every good-paying job requires a four-year degree. I believe community colleges, vocational programs, and skilled trades training are essential to strengthening Maine’s workforce and creating more opportunity for people to build successful careers close to home.
Responsible Government
After decades in city management, I understand the importance of making government work efficiently and responsibly. I believe we can preserve essential services people rely on while being careful stewards of taxpayer dollars and avoiding unnecessary taxes and fees.
Practical Leadership
Throughout my career, I’ve focused on solving problems by bringing people together, listening carefully, and finding common ground. I believe Mainers want thoughtful leadership that puts results ahead of partisanship and works to move our communities forward.
Protecting Maine’s Lakes & Rivers
Maine’s natural resources are part of who we are, and here in Augusta, the Kennebec River and Togus Pond are central to our community and quality of life. I’m committed to protecting our clean water, conserving wildlife habitat, and making sure future generations can enjoy the outdoors the same way we do today.
